My Honda Odyssey of similar vintage recently developed a pinhole leak in the radiator. Gave me similar symptoms. Temp was fine while moving. Stop moving (heavy traffic, stop lights, parking lots) and the temp increases. The leak made the coolant level low, which made the temp reading fluctuate wildly.

My guess is topping up the coolant will make the temp reading steady again. If so, the real issue is finding and fixing the leak.
