My take on the growth in Cisco's inventory levels and accounts receivable is that the bigger concern is what's going on with receivables. I understand the business issues that can be wrapped up in the increase in inventory.

Cisco did state on its call that lead times on some products is increasing, and from what was said on the call it seems that it relates more to demand increasing faster than expected, which as you said is good news.
