I am brand new at this and have a question.
I've been reading a lot of Foolish material lately, and have decided that I want to make my Rollover IRA either a Foolish 4 portfolio or a Rule-Maker Portfolio.

With the volitility of the stock market as of late, especially the tech sector (Intel dropping 20% yesterday), I was wondering about speculation on the direction of market in the next 5 years, and whether or not this should affect my decision about which portfolio to choose.

While the foolish 4 is said to be pretty sound, even when the market is down, I've also heard that this is the time to buy certain Rule Makers(because they're down right now and will surely rebound).
My thinking is that the Ruler Maker companies I've been considering will rebound because they're always going to be quality companies.
