Now my plan is to move all the funds from Tiaa-Cref to her checking account and then to her IRA. If done within 60 days there will be no tax consequences according to what I've read so far.

Tiaa-Cref IS being difficult. It is a regular IRA. They told me it has to be done by their system, not TDA. First they said I could do it on their website. Their system online is broken. Then they said I could do it by phone. The guy I spoke to said he couldn't and that I needed to fill out a form and submit that. He was going to email it to the accounts message center. That was two days ago. No email. No form. And no reply to my messages.

So I'll just withdraw the funds and move them to TDA myself.
