Okay, I don't get it.

Does the word "sucker" ring a bell ?

These "offers to purchase" surface periodically, usually offering well-below market prices for whatever security the offer is tendered.

Other than the hope that they can catch some people off guard and get them to panic/ignorantly sell into the "limited time offer", I don't understand these things at all.

No advantage, that I know of, for the incumbant investor.
