One of the "unknowns" but strongly "guessed" is the brain and gumption drain away from distressed areas, and the possibility of an opposite flow of failed households into distressed areas because of lower costs of living and greater social comfort.

The problem is now worldwide and intensifying.

I could not find the link, but it is also amazing, to me, that newer research finds durable micro-islands of "doing well" within seas of distress, and the reverse. Neighborhoods as small as only 20 urban blocks in Seattle were discovered to have given children growing up within them a large advantage over their peers for miles around.
