Our school uses TIAA-CREF for the 403b and they have been very good there.

The reference to having a hard time getting your money out probably refers to money that has been invested in the TIAA fixed interest investment. If you have more than a certain amount ($5000?) in that investment, money can only be withdrawn over a 10-year period. But money invested in the CREF funds can be withdrawn without any such restriction.
