I finally got an email from PayPal that seemed to provide as clear an answer to the account verifying issue as I'm going to get.

And it's exactly as someone on this board suggested.

PayPal does not have a list of banks they won't accept, it's that some banks won't accept electronic transfers of funds. Without an electronic transfer into your bank account, PayPal won't verify the account.

The message from PayPal was to make sure the bank accepts electronic transfers before opening the account if you want to use it with PayPal.

Well, just to further muddy the waters. This is what Netbank had to say about not accepting electronic transfers... Apparently they only accept incoming deposits? So once it's in your Netbank account you are stuck... (grin)
