Phil: I don't know if VA pays interest in such cases, but if they did, that's interest income on line 8.

Joe: The refund check did not include any interest.

I haven't yet filed my 2004 or 2005 amended VA returns yet, but interest was included for the previous years when the refund checks were issued. The 1099-G/INT showed the refund and interest in separate boxes, so now I know where to list the incomes.
