Pinocchio's campaign has stiffed so many cities for rallies -- is that something that could be prosecuted under RICO or perhaps just plain fraud?

They do not secure a venue under their own name and legal authority. They use a local rube to do so. So the only way to get them to pay to is to require the rube to pay the fee up front. That is legal. No money, no venue (or no police protection)--their choice.
