Well, is making a comment critical of Republicans racist? Since Republicans cross all races, genders, and sexual orientation - I don't see how it could be.

So no, it's not racist. He is assuming a Republican will make a racist comment charectorizing people of a particular racial grouping as people who "don't know how to vote".

I'm sure that in a nation of millions, you can find at least one Republican who will do so.

Doesn't reflect upon the party though.

I'd say instead the comment was a partisan smear.

This is not a racist comment!

Clearly, what TP2004 is saying here is that he expects racist responses along these lines.

And, since he has lumped an entire group of different people (any ethnic group is a group of different people) and prejudges their response, he shows prejudice ... just what is required to be "racist".
