When considering a retirement city, which should weigh more heavily? Why?

We will purchase a home, so Property Tax is relevant. I will also earn a military retirement, so income tax is important, too.

One city we like has high property tax and no income tax (Austin, TX.)

Two cities have low property tax, but high income tax (Albuquerque and Las Cruces, NM)

One city has middle range for both, relative to all the cities we like (Tucson, AZ).

We've got 4.5 years to chose, but we are contemplating today.
