Quite a few universities offer distance learning at the same tuition rate to both in-state and out-of-state students. For example, the University of Iowa offers Guided Correspondence Study courses (using a variety of methods --mail, fax, e-mail, web) at the same tuition rate no matter where students are -- and you don't have to be accepted for admission to take a course, so you might be able to take a couple of these and transfer them toward a degree at another school. (And at least at the U of I, the tuition rate for correspondence is lower than for on-campus courses.)
