IIRC, some years ago Honda was sued over this issue. Not only did the speedometer indicate a higher number but the odometer as well, which resulted in warranties running out at lower miles than the actual number traveled. Honda agreed to extend the warranties.

Also if the odometer runs on the high side then your MPG number appears a bit higher, which makes owners feel better about their fuel mileage...

My 2006 Civic speedometer usually matches those speed indicators along the road. Went by one yesterday that matched my speedometer at 25mph.

On a trip taking me across Nevada there was a 100 mile stretch between mile markers and my odometer was less than a mile too high.
