"counter checks" are checks that have no name, address, or account number preprinted on them. They're often issued when you first get a checking account until you actual checks arrive.

Many merchants (and I guess Netbank?) refuse to accept them because you could, quite literally, write in any address or account number you like.

Of course, you could print checks for someone else's checking account too, but that would leave more of a trail...
