"How much does a car have to be into the part of the curb when it starts to slope downward towards the beginning of the driveway,
before it's considered blocking?"
///
Depends on your city. Generally it's 1 to 3 feet.

and may depend on the officer...

when i called on someone about a foot and a half into my
driveway,
cop said he wouldn't ticket because i "could get in and out"

ie, if i had double wide driveway, he'd let someone block half of
it.
