"they did sign me up for a "Connections" program for 70 bucks/year, without my permission. By the time it showed up on my bill and I called and cancelled it, it had been a couple months so i had to pay $14 of the 70 and they wouldn't do anything about it."

In this situation when a charge you did not authorize shows up on your bill, you have 60 days to write a letter (would suggest certified, return receipt) disputing the charge. They may not charge interest or any type of fee while a third party is resolving the problem. Since they cannot show you authorized the charge, it must be erased. Completely.
Telephone dispute won't cut it.
If they try to charge interest or late fees, they can get into a pile of trouble with regulatory agencies. They know it.
But one would prefer not to deal with a card company that pulls this sort of nonsense.
