By retention NCO, do you mean unit level, or a real Battalion Career Counselor?

What should matter is the In/Out calls for both fields, and the available class dates. And there are waivers for both, albeit hard to get. If this is your unit retention NCO, ask for an appointment with the Career Counselor. If he can't find you a class seat, he can show you on the RETAIN computer system why no seats are available.

Class seats and reup options do change though, so maybe a class seat that was available isn't anymore.

The other restraint is that every school, at least in the Army, has a Time Remaining in Service Requirement, which you can find in AR 351-4.
