Rhubarb needs rich soil. Dig it up and put it to the side. Then add lots of compost.
If you don't have any compost, buy bags of composted manure.
Work it into the soil and replant. Water well. Another thing is to not let it bloom.

How old is the plant? Ours took 2-3 years to get big enuf and is now huge. Just had a rhubarb/raspberry crisp... the DW is a good cook, when she want to. (o:
