I don't think I have any insights to offer, but as for your question, I noticed volume increased big time yesterday (because of the announcement, no doubt) and remained considerable today, while the price seemed to sorta flatten. So, it does appear that the dip down to 9.5 was a buying opportunity.

I'm in CESI long, so I haven't put much thought into the direction, volume and patterns of the share-price volatility, but my guess is that we may be in for still more of it, given the recent announcements of electric gen capacity oversupply, as well as aftereffects of the new offering in six months. Come to think of it, there could be some logic to waiting six months. But don't take my word for it: Try your question at the following boards:
