I won't comment on the merits/drawbacks of the index funds because that is your own choice. IMHO, if you want Vanguard, just open an account from them directly. Then you won't have to worry about the fractions question. They also don't charge for an account. You will always (until Congress gets their hands into it ;) be able to switch it to another broker (full or discount)at a later date.
