SG correctly points out that some elections are very close, so even a 0.1% change can translate into a change in outcome in some small subset of races. But nothing that the GOP has actually adopted has any real chance of having the size of impact you're talking about.

I think you're looking at these efforts piecemeal, vs collectively. REDMAP exists as well, and legislatures now have free rein to "politically" gerrymander with the Supreme Court essentially saying "go for it."

And that's just the legal stuff. We won't mention, say, putting some random "Garcia" or "Rodriguez" with a D by his name in Florida to confuse people, or flood social media with bots, field Green Party candidates, screw with ballot layouts, etc. etc.
