So Cheney's threats against Iran yesterday were just American baloney?

No. But "meaningful consequences" can mean so many different things - and not all of them direct military action. There is little doubt that at a minimum, the U.S. will push for economy-busting sanctions against Iran. Certainly that can be characterized by Cheney's reference.

Regardless of whether we were (or were not) planning to go to war with Iran, it would be in our best interest to threaten them at this point. Therefore, we can't draw any meaningful conclusions from the fact that we're threatening them.

Perhaps I'm naive, but I don't believe that the Administration is planning to engage Iran in direct military conflict.
