SOOOOOO, anyone know if I can just go anyway? Things aren't *ahem* heavy or anything, and I need to get in there before the 21st because that's when the insurance runs out and I need to sneak in another three months of pills on the Army. I'm not even completely sure there's a PAP involved, just a consult.

Definitely.Go.
when you arrive tell them you are flowing and the doc may wish to skip/reschedule that part of the exam, but you want the rest of the appointment, and to refill your scrips.
they can, do the PAP during this, it is just messier.

Then you can go back for the rechedule - or not and just cancel it when the insurance runs out but you will have your refills.
