(Covad is one of the CLECs from whom Speakeasy buys DSL access - Covad only buys/leases the copper loop/"last mile" from the ILECs - the FCC was correct imo in weaning non-facilites-based providers off of the ILEC's - now facilities-based providers like Covad and New Edge can thrive).
