We have scheduled a phone appointment with SS, but are trying to find information also during the wait.

Can a older spouse with 39 SS quarters file on their spouses record of over 40 SS quarters, IF that spouse wants to postpone starting their own benefits? There is an 6 year age difference.

The older spouse has a government pension, so will be subject to the government offset provision. The spouse has 39 SS quarters, but over 40 Medicare quarters. Perhaps they will need to return to working part time.
