Telling a lie is one thing, telling a lie to do damage to someone is another. Even if you can retract the claim later, the political damage would be done.

In the situation given - claiming an affair with the Pres. - the person would certainly be called to testify before gov't hearings. So you would have to be willing to commit perjury too. $2M won't last very long when you start to have to pay lawyers.

Also, having money in your overseas account is not as covert as it used to be. People get caught out on that all the time.
