OK, but what "fix" is likely to work.

With construction well underway, the senior vice president of petrochemical development for Inter Pipeline says the new $3.5 billion petrochemical facility is on budget and on schedule.

The Heartland Petrochemical Complex, which is expected to convert Alberta propane into 525,000 tonnes per year of polypropylene, began construction at the start of the year with the end goal of having it all wrapped up by late 2021. The company has a 2018 capital plan of $700 million.

Odd thing is that some 'nameless' company is trying to buy the company with a very significant premium.

As you say, sometimes you need to think outside the box.
