Your right that it was total cluelessness! He had no idea the value of the bonds until Treasury sent him a letter in May saying that had over $400K in bonds that were no longer earning interest and that he needed to cash them. This relative is 83 years old and not very financially astute, but, he is great saver! I talked him into going to VITA for his taxes for the first time this year(2008). I'll have to see if VITA can help file the amended returns after he redeems the bonds.
