That makes a lot of sense.

I figure that pretty much every 1099 and W-2 is shared with a state. And I'm guessing that sharing name and address with a state is one disclosure, and sharing the same name and address with other areas of gov't (like the SSA or Homeland Security) are additional disclosures. Those may account for a significant portion of the disclosures.

Still, that's a lot of disclosing going on.
