That's because virtually no one uses them anymore, so they're no longer standard equipment. I don't think I've had a dial up modem in any of my PCs in a the last 10 years. I had my first broadband connection way back in 1995 (college dorm), and had it in my home since 2000.

Depending on where he lives, I'd tell you to search for open Wi-fi networks first. You might get lucky. Absent that, you can easily buy a 56k modem card for $10-$20 from somewhere like newegg.com, but then you have to figure out if the PC has PCI, PCI-E, or any expansion slots at all. You can also get a modem dongle that plugs into a USB port for $25-$30. That's probably your best option if you don't want to crack open the PC.
