The amount of time it takes for images to get uploaded to iCloud varies - I have had images uploaded to iCloud and downloaded to my Mac is less than 30 seconds - not often but sometimes. I also have had to wait minutes.

The time depends, in my opinion, on how busy the Apple systems are.

Unless you are worried about Apple "seeing" you images - both keepers and good ones, it does not matter. If you delete an image from you iPhone, Mac, iPad, etc. that image will be deleted from all devices as well as the iCloud.

Think of iCloud as the system that can move images from the camera (iPhone) to all your devices while also providing a backup should your camera be lost/stolen or damaged.
