The Conservatives were so heartless to be raising the age requirements for this welfare program (with 10 years notice). My only question is why didn't Trudeau lower the limit?

That is a very important point. What is so magical about eligibility at age 65? Why not 64? Why not 63? At least there was a certain logic about pushing the eligibility age back to 67, but the insistence that 65 is currently and forever shall be the "correct" age for receiving Old Age Security is baffling.

The worst thing about this is that there has been a tremendous amount of effort put into managing the impending demographic crunch. Mulroney tried to de-index the old age pensions and was forced to back off. Chretien floated the Seniors' Benefit as a manner of managing future pension costs, but he backed off too. Harper actually did make the change and all that junior Trudeau needed to do was leave it alone. That's 30 years of bi-partisan effort on an important public policy initiative tossed out the window for no apparent reason other than short-term political expediency.
