The first thing I was told was that I couldn't bake in my own home unless I'd met a myriad of strict safety, sanitary, and health regulations imposed by the State-- it essentially equated to remodeling a significant part of the house.

That's a very good point. There are a lot more licensing requirements for this type of thing, and in many cases there are strict limits on what you can do in your home. For example, in Cobb County, if you run a business out of your residence you may not have any foot traffic/clients to your home; no excessive deliveries; no signage; etc. etc.
