The IMF (a celebrated body of the Liberal one-world-government-America-sucks-Liberals in the world) is worried about France being a collection of losers also.


In recent decades, the IMF has very much pursued policies advocated by the Chicago School of Economics.
If you were a second or third world country coming to the IMF for help, the IMF would make you privatize public sector companies (including utilities), slash public payrolls and pensions, cut regulation etc.
Much of that was needed, in other instances not so much (the privatization of water utilities tended to have very bad consequences for the availability and affordability of safe drinking water).

The IMF's policies were just a little to the left of Milton Friedman, calling it liberal is, well, let's say it's incorrect.
