The instructions for the 1040 are here, although it looks like its not updated yet (still??).

This was one of the last minute tax break extensions that Congress made in like late November or early December. So there is no line for it on the form, but they were just issuing supplementary instructions. Others include the sales tax deduction (in lieu of income tax), and educator expenses.
