The lot requirement is specific to the local market. For Canada there are lot requirements based on the price of the stock (ie. penny stocks can only be purchased in 1,000 share blocks). In Japan it is company specific, some require 100 shares, some 1000, some 10.

Hong Kong is the other place that I believe has lot requirements, but I don't know off the top of my head what they are.

If IB is getting around this I'm curious as to how. My guess is they're grouping orders, which means you might wait longer for a fill, but that's just a guess.
