The sad news, even if the police do not charge the victim for not having a concealed weapon permit (LA does not issue them). The LA District Attorney will charge the victim with a dozen gun related crimes. And sadly, the victim will lose his right to own a gun forever, pay tens of thousands in legal fees, will pay huge fines to the courts and there is mandatory jail time to boot here in California.

Maybe, maybe not:

From another news story on the incident:
"It is not clear if police questioned the gun-toting vigilante or his companions."

Also, IIRC, the victim and the two women are not identified in any news story I've seen.

If someone or the victim and the two women don't come forward the cops have no idea who they are.

There's also the PR consequences of the news story: cops arresting the victim of an armed robbery who defended himself may not play will with a population full of victims.

I can't say definitively one way on the other because a perusal of news stories on the net failed to find any other news stories on the incident.
