The voucher program is a political compromise. The governor wants vouchers while higher education wants to get out from under limits on state spending. By agreeing to vouchers, the governor agreed to allow the Universities to become "enterprises", meaning tuition is not included in state spending. Without enterprise status, Universities cannot spend all the tuition they collect. So yes, it is a shell game, but switching shells is beneficial for higher education.
