There are a few aspects to your post: how to increase affiliation, and how to increase birth rates. those are probably correlated.

I tend to think that the decision to have many children, or at least more than 2, is more emotional than economic. So the best way to encourage religious identity is to make the experience sufficiently immersive and sufficiently compelling to make adherents interested in swimming against the tide of the prevailing secular culture. A way to make jewish eduction more affordable helps this because it is the most likely to drive greater levels of attachment.

As religious traditions, and especially judaism, tend to encourage higher than 2 children per family this is probably your best bet. it's worth noting that in israel, birthrates are quite high, notably including the "non religious" sector. I think the birthrate in the non religious sector is over 3 per woman.
