I assume you're referring to the Dow Jones Industrial Average-30.

It does not include dividends.

Mutual funds are required to pay dividends they receive to their shareholders. So the share price of an index fund should track the performance of the index (as both ignore dividends). Of course the expense ratio, or inefficient transactions, may cause the fund to lag the index.
