There is a thing known as "gunboat diplomacy", which states that you will comply or face the threat of force. I hope you don't believe that Iraq would have accepted inspectors back if there weren't 250,000 troops and 5 carrier battle groups nearby.


Just imagine if we had applied this threat of force without also stating that their regime was part of an Axis of Evil and intimately connected to terrorists they have never even met. They might actually believe that caving into our demands would lead to the removal of our threat.

For gunboat diplomacy to work the enemy must feel reasonably secure that acquiescence will not lead to a backstabbing attack. Show me how Bush's rhetoric has furthered this goal.
