There really is. Sort of the mentality of "if I don't want it, I don't want anybody else to have it, either." Very strange.

While the litigation over someone falling in might play a role, I think reducing costs by preventing unauthorized persons from adding garbage to the dumpster is probably more the issue.

Our condo association pays hauling fees. The more they haul away, the more we pay, so our dumpsters are locked. It's not uncommon for some people to just leave stuff outside the dumpsters. While some of this is undoubtedly by owners who didn't have their key with them, some of it is also from "drive-by" dumping.
