There was no option to keep the policy you had no matter how much you liked it or how sincere Obama sounded when he said it.

What you are saying is very clear and not what you want to see/hear:

The insurance companies were NOT offering valid, cost-effective insurance. If they were, then they could offer the same policy--*because* it was all valid, cost-effective coverage.
