As the co-chair of the DNC back in 2016, she was fighting for more debates, not fewer. Fewer debates meant allowing less time for voters to see Bernie eviscerate Hillary on stage. When Tulsi saw how the super-delegates were controlled by DNC insiders, and how the debate setups favored Hillary, she forcefully spoke out. Then Debbie Wassermann Schultz, head of the DNC, dis-invited Tulsi to the Las Vegas debate.

Gabbard had enough of the corruption and lying and hypocrisy of the DNC and spoke out while resigning as co-chair. She did the honorable thing.
