This is my first year of taxable dividend distribution on EEM. Can anyone explain to me how I classify the foreign taxes paid by country for this ETF on form 1116 so that I can claim the foreign tax credit?

There should be information on your 1099-DIV to help you (box 7). However, read the instructions for Form 1040 line 46 first. You may not have to file Form 1116 in order to claim the credit.
