This is why IBKR is asking you to participate in their "yield enhancement" program - unless you have a margin account with a debit balance, your stock is not available to them to use in their securities lending

Not true, at least not for my account. Or maybe I am misunderstanding what you are saying.

I have a margin account with no debit balance (ie, I have some cash in my account). I am participating in the program and they frequently lend out one of my stock holdings.
