Those are the directions to obtain a smooth especially glossy finish.

The one hour is the open time. You can paint defects and have them flow right in to give a nice coat of paint.

After that there can be problems with solvents in the new paint lifting the old paint film causing blisters or other defects that don't go away.

After 48 hrs you are applying a second coat over the first and the first is dry enough to not be affected by the solvent in the new wet paint.

And of course all of this depends on temperature and probably even details like air flow. They are only approximate. Your mileage may vary.
