Those who get a good education (by dint of personal effort) take advantage by leaving the poor rural area for brighter opportunities elsewhere.


It's a rural-to-city brain drain.


Yes observable everywhere these days. Unfortunately many try to move to the city without the education and city smarts part of it and are woefully unprepared. While my sister and her husband loved living in a small city in Northern Ontario (Kenora), both were well educated and had good careers. The same could not be said for their only son who when sent off to university in a large city was unable to to cope with his 'small town' education and ended up back home by Christmas.

We also have a large problem with young people from isolated reserves seeing the exciting parts on the internet and heading off to make it on their own ... often with really poor outcomes.
