Time after time, (highly-paid) consultants would present data that was completely unintelligible. The town officials would just shrug like dummies, and say, "well, that's techincal stuff, we're not supposed to really understand it."

The legal profession is the same way. Use long, complicated sentences, make sure that some words that appear to mean the same thing to a lay person, really don't. And in the end, earn a nice paycheck for writing things that only another lawyer can decipher.
